is that difficult? and what are the advantages over the old rudder ?

hi i am in the process of renovating a 24ft eventide and its going pretty well......however the tiller is seized and i do not seem to be able to free it....any one have any good suggestions? it may be the case that the whole of the rudder mechanism needs to be replaced.....if so does anyone know of ...
